You can but you have to get an electric burner to make the smoke and a pan for the wood chips. Plug in the burner and adjust until it’s just hot enough to get the chips smoldering. The Chips should be wet.
Not a as TRUE smoker… which delivers smoke but very little heat, but you can get good smoked foods by putting a empty tuna can with shredded flavored woods that have been soked in water directly on the bars that cover the burners.
I do that fairly often with my weber grill, and it can taste amazing. I would recommend the shredded wood that is sold in the hardware stores, more than the chunks, since with less surface area that the wood is sitting, it seems to smoke better.
Weber also offers a “smoker box” which is a thick cast-iron box that specifically is designed to sit on your flavor-bars and smoke. looks like its expensive for the weber one, but there are many others from other companies that work too:
