Best is very subjective especially since rate of return varies more by what is in the IRA account (e.g. mutual funds, stocks, cash, etc.) than what institution is providing the IRA. You might want to check with money.cnn.com for recommendations or go with one of the “big three” Vanguard, Fidelity and T. Rowe Price.
