flying American Airlines there, Delta back. what about carry ons?

Yes, all domestic flights charge you $ 35 for first bag. Except for Southwest Airlines where 2 bags fly free.

It very much depends on who you choose to travel with and where you fly. Charges for all checked baggage are common on domestic services within the United States and even some international destinations.
For travel further afield, at least one item of checked baggage is permitted, with extra pieces being charged for. I am flying from Orlando to London with American Airlines on Thursday and my first bag is free, but the second will cost $ 50.

TSA is the security agency; they would have nothing to do with airline baggage fees.
