is it required by law that if the back of your credit card is not signed that the merchant asks to see your government ID?? i recently had my credit card stolen and the merchant did not do this for a $ 200 purchase and my card was not signed. it was at a finishline and when i called them, they said it was a self swipe machine. does this make a difference?

You are only liable for the first $ 50 of a fraudulent charge. Instead of signing the back of a card, write : ASK FOR ID” on a self swipe of course this has no effect. I personally do not like self swipe due to this, but many places now have self swipe but then the cashier is required to see the card and ID. That is the safest.
Merchants are not allowed under the terms of their terminal contract by Visa and Mastercard AND AMEX to ask for identification of any kind, if a transaction is of high amount (usually over half your credit limit) the merchant is required to call the auth centre and if needed you may have to just tell the person on the phone a few brief personal details.
