Question : Can a merchant refuse to complete a cash transaction for personal info?
Can a merchant refuse to complete a cash transaction if I do not provide my name, phone number, address, & zip code? Are there any merchant laws on this?

No Certainly not.He could only demand your personal info, if you try to use counterfeit money.

I don’t think they can do so. However, maybe their state laws allow them to do that.
If they do and that gets around, I suspect that the merchant will soon be out of business if he/she insists on gathering personal information. In this day and age of ID theft, most people are pretty guarded about that kind of information and will protect it.

I think it would depend on what you are purchasing and how much it costs. For example, if you are trying to buy something that costs more than $ 10,000, the merchant is required by law to report the transaction. If it’s a big ticket item with warranties or that needs to be delivered, they’d need to register the product or get it to you. If it’s a battery from RadioShack, then no.
