American Rental Association efforts lead to new proposals emissions regulations in California
Moline, Illinois (Vocus) 7 October 2010
An analysis of the scientific literature and peer-reviewed data by the American Rental Association (ARA) is supplied to California Air Resources Board (CARB) conducted earlier this year to projects and proposals for new language on and off-road emissions regulations that industry of equipment leasing and construction companies and construction companies would benefit.
â? When started, the California Air Resources Board to examine these issues in more than five years ago, the American Rental Association has been proactive and worked with members of the CARB staff throughout the process. All our efforts and determination helped to make rules are fair for members of the ARA, make â? said Christine Wehrli, ARA Executive Vice President and Chief Executive Officer.
CARB considers a series of workshops to October 12 to present to their plans and proposals for new language on the street and off-road emissions standards. A final draft will be published in early November, followed by a period of 45 days for official comments. CARB is from 16 to 17 December meeting and then consider the revised regulations. ARA plans to submit formal comments as well as representatives testify at the CARB meeting.
John McClelland, Ph.D, araA? Vice President of Government Affairs, said the IAM recently emphasized Carba? s model of the fuel used in off-road equipment was to determine emissions.
â? Our analysis was that the fuel use figures used four times larger than what we could with independent data sets reviewed, including data from the U.S. Energy Information Agency were. A large number of signs that they over-estimate the emissions of off-road vehicles, â? He said.
â? We continue to diligently work with data and scientific methods to show that they were overestimated and the result was the appearance that members of the CARB staff is now preparing a rule that particulate matter removed requirements that were difficult for car hire, â comply? He said.
â? We have also made it clear that the use of their compliance model and using data from the rental fleet, we someone would have the cleanest fleet of compliance with regulation implementation, remove forced and unnecessary some equipment from a rental fleet before the normal wear and tear. This means that a company would have to take new equipment and virtually eliminate the terms. The rule was excessive and we think it was exaggerated, â? McClelland said.
off-road machines, has delayed the rule from at least two years and report some fleets no more, until 1 January 2014.
