The reason is simple: they want to be able to ding your credit card if you don’t come back with the car. With a debit card, you could leave $ 1 more than the amount be charged, and never come back, and they can’t do anything about it since that’s all you got in your account.

None do, especially the H & R Block card because that is merely nothing more than a gift card, and it’s not tied to a checking account like a regular debit card is. Your tax refund was the amount put on that H & R Block card, and once that’s gone, the card’s no more good.
You need some sort of credit in order to rent a car, sorry, but that’s how it works.
